IT development

Working group of the CCTT on IT development (CCTT IT WG)

For the decision of the questions connected with development of the conceptual scheme of information interaction and a uniform technical regulation of an electronic data exchange on ТSR in 2010 within the frame of the CCTT a new Working group on IT development is formed.

Primary objectives of this Working group:

Proposal development to arrange traffic of "electronic" freight trains on pilot routes on the firm accelerated threads of the schedule
Assistance in introduction of electronic legally significant document circulation with use of the electronic digital signature in united area of the Trans-Siberian route with allowance for national legal bases of transportation participants, and also interchange rule of electronic documents.


CCTT IT WG implemented technical solutions of mutual acceptance of EDS of diff erent jurisdiction. Technological
issues of using this scheme in international transportation are partially solved during the development of electronic
preliminary notifi cation of the Customs Union’s customs authorities.
A pilot project of designing the integrated Eurasian rail transportation digital platform is developed conjointly with ECE.
Within the framework of the Electronic Train project the CCTT member railway and operator companies undertake the
following activities:
• implementing electronic legal documents in technological processes of the rail transportation and ensuring mutual recognition of the EDS of diff erent jurisdiction;
• designing and implementing electronic technology of cargo protection
• utilizing electronic seals and implementing the GLONASS technology in pilot container trains running from China to Europe.
The issues of electronic interaction of JSC «Russian Railways» and FCS of Russia during the customs procedures in the international rail transportation are resolved on an ongoing basis.
The meetings of experts within the activities of the CCTT Working Group in Information Technology Development took
place: On February 1, 2017 in Moscow, on February 14, 2017 in Moscow, on March 9, 2017 in Moscow, on June 7, 2017 in Paris, on June 28, 2017 in Narvik, etc.

Organization of ‘rail – port’ and ‘port – rail’ information exchange
The main prerequisites of the organization of the rail-port and port-rail information exchange between RZD OJSC and the sea terminal operators are the improvement of quality of planning, minimization of the overheads, «abandoned» cars on the tracks and inappropriate operation of infrastructure.
Currently, within the CCTT IT WG the problems related to the organization of information exchange between JSC «Russian Railways» and operators of container terminals of seaports of Vostochny, Novorossiysk and Ust-Luga are considered and resolved.
Following the results of the meeting which took place on February 14, 2017 at the Secretariat offi ce, the pilot project of the organization of information exchange between JSC «Russian Railways» and PJSC Novorossiysk Commercial Sea Port, was identifi ed.
On March 21, 2017 in Novorossiysk, the joint meeting of JSC «Russian Railways» and PJSC NMTP for the purpose of determination of the list of data for electronic interaction, preparation of the detailed project implementation plan was held.
On June 21, 2017 in Rostov-on-Don, the joint meeting of JSC «Russian Railways» and PJSC NMTP for the purpose of coordination of the detailed project implementation plan, the Concept of development of information exchange between PJSC Novorossiysk Commercial Sea Port and the North Caucasian railroad, Agreements on Electronic Data Interchange between JSC «Russian Railways» and PJSC NMTP was held.

Implementing new information technology
For the purpose of ensuring the guaranteed cargo delivery «in due time», increasing the level of customer orientation of the railway services and attracting additional volumes of freight (goods of electronic commerce, in particular) STC TRANSISTEMOTEKHNIKA LLC within the activities of CCTT, developed the «Automated System of Development of Schedules for the Fast Container Trains» soſt ware product.
The «Automated System of Development of Schedules for the Fast Container Block Trains» soſt ware product was tested within the business actions which took place under the of the director for information technology of RZD OJSC, Evgeniy Charkin:
• Plenary meeting «The main fi elds of information technology development of the common information space of network of the 1520 railways « within the 60th Commission Session specialists in informatization of the rail transport (April 4-6, 2017, Moscow region).
• Round table: «Topical issues of information technology development on the rail transport» within the 66th Meeting
of Council for Rail Transport of the State Parties of the Commonwealth (May 18-19, 2017, Moscow).

In accordance with the plan of the ССTT WG on IT Development for 2018, measures are taken to create a single information space, to introduce electronic document flow using an electronic signature within the single space of the Trans-Siberian route.

The sessions of the CCTT Work Group on IT Development were held on January 26, 2018. in Moscow and on February 20, 2018 in Vienna.

Within the framework of the CCTT Work Group on IT Development - the problems of organization of information interaction "road-port" and "port-road" are considered and solved

The regular meeting of the Board of Directors of JSC "Morcenter TEK" with the participation of CCTT representatives was held on September 20, 2018 in Moscow. The issue was considered: "New information technologies aimed at improving the interaction of Russian Railways and sea port operators"

In accordance with the decisions of the 26th CCTT Plenary meeting within the framework of the CCTT IT WG together with the IT Department of JSC «Russian Railways», active work is being carried out to integrate the innovative software product "automated system of development of schedules for the international container trains" with automated railroad systems in Kazakhstan and Belarus.
