IT development

Working group of the CCTT on IT development (CCTT IT WG)

For the decision of the questions connected with development of the conceptual scheme of information interaction and a uniform technical regulation of an electronic data exchange on ТSR in 2010 within the frame of the CCTT a new Working group on IT development is formed.

Primary objectives of this Working group:

Proposal development to arrange traffic of "electronic" freight trains on pilot routes on the firm accelerated threads of the schedule
Assistance in introduction of electronic legally significant document circulation with use of the electronic digital signature in united area of the Trans-Siberian route with allowance for national legal bases of transportation participants, and also interchange rule of electronic documents.

Sessions of members of CCTT IT WG

According to work plan of CCTT IT WG for the year 2011, On May 25th 2011, 2nd session of CCTT IT WG members has taken place in RZD Transport Service Center.

Following questions have been considered at session:
1. «Electronic train» project concept review.
2. Approval of a pilot route to introduce «Electronic train» project.
3. Preparation of proposals for carrying out a joint meeting of UIC and CCTT concerning use of electronic data processing at realization of the international goods transportation.

Participants of meeting have taken into consideration the information of Mr. D. Lutz about work of UIC in the field of electronic data processing at the organization of the international goods transportation. The particular interest of attendees has been caused by a statement of plans of UIC and CCTT cooperation, including the Working group on IT development. Within the frame of these plans the complex of teamwork on the organization of electronic legally significant document circulation on the international goods transportation is provided.

On August 24th 2011, session of members of CCTT IT WG involved in the organization and a bearing transportation burden as a part of a container block train «Ostwind» / «Kazakhstan vector», specified as pilot object to be introduced within the limits of realization of the CCTT «Electronic train» project has taken place in St.-Petersburg in Road Transport Service Center RZD.

Experts of: RZD, the Belarus railways, CCTT, the International Rail Transport Committee (CIT), the Organization for cooperation between railways (OSJD), the Eurasian Economic Community (EurAsEC), Association of Railway International Electronic Documents Circulation Operators (AED), Zhaso and InterRail holding have taken part in session.

Following questions have been discussed at session:
1. The coordination of the through information technology support of «Electronic train» on its route staging on the basis of electronic legally significant transportation and commercial documents.
2. The organization of registration of electronic legally significant CIM/SMGS documents for cargos, transported as a part of «Electronic train». (Grosbeeren station, Germany). (On the basis of DB operational experience in ORPHEUS project, with allowance for OSJD recommendations concerning electronic digital signature application at registration of documents of carriage). 
3. The organization of preliminary registration of technological operations with «Electronic train» on frontier station. 
4. Elaboration of measures for prolongation of «the Electronic train» traffic route on the territory of China using CIM/SMGS documents.
The decision, that a container block train "Baltic-transit" and regular freight trains on the Finland – Russia route, having serious operating time regarding electronic document circulation, will be included in the «Electronic train» Pilot-project at the second stage of realization of this project was also accepted at session.

According to the Memorandum of cooperation between CIT and CCTT (signed on 10.05.2011) on December 1st, 2011 joint session of CCTT IT WG members and members of CIT and OSJD CIM/SMGS Coordination groups on questions connected to realization of CCTT «Electronic train» pilot project has taken place in Basel.

Following questions and presentations have been reviewed at session:
1. Prospects of implementation of CIM/SMGS electronic documents: 
- Presentation of CIT legal adviser, CIM/SMGS Project head, Mr. Eric Evtimov. 
2. An operational experience of railways and forwarders in the international projects with use of electronic carriage documents:
- Presentation of the President JSC Plaske, Deputy Chairman of the CCTT, Mr. O.I.Platonov; 
- Presentation of Mr. Lothar Schneeman, DB Schenker;
- Presentation of Mr. Peter Shabik, WG Head of OSJD Committee.
3. Through information technology of cargo registration, transported in «Ostwind» train sets within the frame of the CCTT «Electronic train» Pilot project:
- Presentation of the InteRailTSES deputy director, deputy Head of CCTT IT WG, Mr. V.A.Padalitsa.

According to work plan of CCTT IT WG for the year 2011, on May 25th 2011, 2nd session of CCTT IT WG members has taken place in RZD Transport Service Center.
Representatives of: JSC RZD, the Belarus railways, DB AG, SNCF, TTK companies, InterRail-TSES, Firm RailService, Russkaya Troyka, Morcenter TFC, PLASKE, Eurosib, Transsystemotehnika, AED, UIC and Secretariat of EurAsEC Integration committee have taken part in session.

Following questions have been discussed at session:
- Situation with electronic data processing using Electronic Digital Signature (EDS) between adjoining railway administrations.
- Concept of creation of the CCTT data portal. Forming up a temporary Working Group on creation of CCTT data portal.
- Viewing a Working plan of CCTT IT WG for 2013.

Participants of session have taken into consideration the information of Mr. S.S.Lahturov, RZD Transport Service chief engineer, about electronic data processing implementation of electronic document circulation using EDS in RZD between adjoining railway administrations.

It is noticed, that all stations of RZD are connected to EDS, over 7000 external clients (4305 - with EDS, 2849 - without EDS) and 4 railway administrations (Finland, Latvia, Lithuania, Belarus)work within ETRAN system. About 1 500 000 documents are processed on monthly average using EDS.

Participants of session have familiarized with the bearing transportation burden scheme using electronic documents with EDS on an example of transportations from Russia to Belarus (using EADS Automatic machine).
Participants of session have taken into consideration the information on electronic interaction of RZD and FCS Russia on electronification of customs registration. The commencement of operations on a test site in a departure mode from territory of a custom union of the Russian Federation, Belarus and Kazakhstan is planned for 2nd quarter 2013.

It is noticed, that electronic freight and railcars transportations in the foreign traffic using electronic legally significant transportation documents can be organized on the basis of Agreements on an electronic data processing (EDP). EDP can be realized in CIM/SMGS.

Participants of session have taken into consideration the information of Mr. V.A.Padalitsa , deputy head of CCTT IT WG, deputy general director of InterRail-TSES, about the Concept of creation of CCTT data portal.

Participants of session have approved new Working plan of CCTT IT WG for 2013, and also have supported the proposal of Mr. S.M.Shvedov, the Chairman of Association of Railway International Electronic Documents Circulation Operators (AED) about holding an IТ - Forum on a topic: «Information technologies in transport: problems, solutions, perspectives» in Riga in the second half of September, 2013.
