The CCTT is a non-commercial international transport association founded in 1997 by the Ministry of Railway Communications of the Russian Federation (RZD since the reform in 2003), Deutsche Bahn (DB AG), GETO (Association of European Transsiberian Operators and Forwarders), and KIFFA (Korean International Freight Forwarders Association). The purposes of the CCTT include attracting transit and foreign trade cargo to the Trans-Siberian Route; coordinating the activities of parties that participate in international freight traffic on the TSR to ensure high-quality delivery of goods and development of economic relations between the countries of Southeast Asia, Far and Middle East, Central Asia and Europe using the rail infrastructure of Russia.

During its 20 years of work the CCTT has become an intermodal association, the competence of which is wider than just Trans-Siberian rail transport. The CCTT is a networking forum for railway companies and ports, sea shipping companies, stevedoring companies; it facilitates an effective exchange of information between them and contributes to the development of competitive intermodal transport products.
