The XXVI CCTT Plenary meeting took place on 20-21th September 2017 in Beijing 22.09.2017 13:08

The XXVI  Plenary meeting of the international association “Coordinating Council on Transsiberian Transportation” (CCTT) took place on 20-21 September, 2017 in Beijing. The event was organized at the invitation of Mr. Wu Yuntian, the General-Manager – the Chairman of the Board of China Railway Container Transport Corporation (CRCT), a China Railway Affiliate, at the China World Hotel.


The XXVI  Plenary meeting was attended by more than 240 delegates from 24 countries: Deputy General-Director China Railways Corporation Huan Ming, General Manager-Chairman of the Board CRCT Wu Yuntian,  Ambassador Extraordinary and Plenipotentiary of the Russian Federation to the People’s Republic of China Andrey Denisov, Head of Belarusian Railways Vladimir Morozov, Chairman of the UlaanBaatar Railway JSC Jigjidnyamaa Damdinsuren, Chairman of the Board of Latvian Railway SJSC Edvins Berzins, Chairman of the Board of PKP CARGO S.A. Maciej Libiszewski, Chairman of the Board and CEO of ZSSK Cargo a.s. Martin Vozar, also deputy heads and representatives of Railways of Austria, Germany, Czech Republic, France, Lithuania, Estonia, Ukraine, Kazakhstan, Republic of Korea. Presentations on cooperation with the CCTT was made by the heads and authorized representatives of eight international transport organizations: Eurasian Economic Commission (EEC), UNESCAP, Intergovernmental Organisation for International Carriage by Rail (OTIF), the International Rail Transport Committee (CIT), the Organization for Railways Cooperation (OSJD), the International Union of Railways (UIC), the International Federation of Freight Forwarders Associations (FIATA), FERRMED.


On the sidelines of the event were discussed the issues of functioning of the transport corridor "Transsib", discussed prospects of harmonization of legal regulation of international cargo transportation and proposed measures for improving the efficiency of container traffic between Europe, the Baltics, Central Asia and Asia Pacific region using the TSR in the conditions of tough global competition.


During the Plenary meeting it was noted that CCTT is a unique platform that promotes not only the land but also the marine areas of the Euro-Asian cooperation. In the event the CCTT Secretariat presented a report on implementation of resolutions of the 25th Plenary meeting of the CCTT. It was noted that on the basis of CCTT managed to create the connection of rail and sea transportation, to offer customers not only transportation and logistics but also financial services, to create a cargo base, promote the development of electronic trade and the transportation of mail in containers.


The Plenary session was followed by the speech of the first Vice-President of JSC Russian Railways Alexander Misharin, head of the delegation of the company. Mr. Misharin noted that the volume of railway transportation between China and Europe is constantly growing, aided by the rapid development of e-commerce, which by 2020 will exceed 4 trl.us.dollars. The transportation of goods cross-border e-commerce currently are not only containers, but also post cars. The future of the corridor China – Russia – Europe for high-speed freight trains. Currently, work is underway on the project "electronic train", "electronic customs Declaration", etc. Created a new integrated logistics products.


At the meeting it was repeatedly noted that CCTT has established an effective control mechanism of the Transsiberian corridor. The meeting participants noted the effectiveness of CCTT steps to return confidence to the client to the TSR.


Recently managed to work out the necessary measures to improve the competitiveness of Transsiberian container service and to increase the volume of cargo transported via the TSR. This is confirmed by statistics.The transportation volume of large containers in international traffic the TSR in 2016 amounted to 516 714 TEU (+2,5 percent), including transit – 111 327 TEU (+2.3 percent); in 8 months of 2017 – 482 125 TEU (+51,3 percent), including transit – 112 922 TEU (+77,9 percent). Volume of shipments of large containers by rail on the route Russia – China at the end of 2016 increased by 30.6 % by 2015 and amounted to 574 075 TEU, including transit – 185 726 TEU (+ 88,9%), and for 8 months of 2017 increased by 58.7% 551 283 TEU, including transit 829 -191 p TEU (+86,6 %). The volume of transportation of cargoes in the Asia – Europe  in 2016 rose by 89 % and amounted to 153 800 TEU, including 102 934 TEU in direction East – West, 50 866 TEU in direction West – East.The results of 8 months 2017 total traffic between Asia and Europe in the main areas (through border crossings Dostyk, Altynkol, Zabaikalsk, Zamyn-Uud and the Russian far East ports) was 164 503 TEU (+ 99.8% compared to the same period last year – 82 342 TEU), while maintaining the ratio of West – East: East – West at 65:35.Transportation of containers through the station Dostyk and Altynkol station at the end of last year amounted to 104 622 TEU (growth by 2.1 times), by the end of 8 months of 2017 – 103 502 TEU (+ 83%).


During the meeting it was also noted that CCTT – a unique platform on which to integrate the decisions and recommendations of international transport organizations and implemented in practice in the transportation and logistics products.
