On March 23, 2021, a meeting of the CCTT Working Group on the Harmonization of International Transport Law (CCTT WG HITL) was held via videoconference

On March 23, 2021, a meeting of the CCTT Working Group on the Harmonization of International Transport Law (CCTT WG HITL) was held via videoconference. It was chaired by L. A. Renne, Deputy Head of the Department of Foreign Projects and International Cooperation of RZD OJSC.

The meeting was attended by representatives of railways, transport, logistics and IT companies, security enterprises of Russia, Belarus, Poland and the Baltic States, as well as representatives of the international organizations OSJD, OTIF, the UNECE ITC and UNESCAP.

In the framework of the conference were discussed the problematic issues related to the container transportation as part of container trains in international traffic, as well as the organization of seamless pass in the Asia-Europe-Asia connection. The conference participants were informed about the changes and additions made to the Agreement on International Rail Freight Transport (SMGS) in 2020.

The working group considered the proposals of the SMGS participant from the People's Republic of China (PRC) regarding the extension of the scope of the SMGS consignment note as a document of title, which were presented to the members of CCTT WG HITL during the previous meetings of the group on 15.07.2019 and 20.05.2020.

The participants of the meeting were provided with information on the implementation of the INTERTRAN project, which provides paperless document flow of cargo transportation from the ports of South Korea/Japan to the port of Vladivostok and further via the Russian railway network.

The participants of the meeting decided to organize a workshop of stakeholders of CCTT WG HITL in the second quarter of 2021 on the preparation of proposals for amendments to the SMGS related to the concept of "electronic seal", with the invitation of representatives of international organizations OSJD, UIC, CIT.

The CCTT Working Group on the Harmonization of International Transport Law (CCTT WG HITL) is a unique platform where the CCTT brings together law enforcement agencies of the international regulatory framework on the one hand and international specialized organizations whose competence directly includes the development and updating of agreements and contracts regulating freight transportation in direct and mixed international traffic.

The main activities of the CCTT Working Group on the Harmonization of International Transport Law in 2021 are aimed to further participation in the preparation of proposals to amend changes and additions to the SMGS consignment note, participation in the development of an agreement regulating the international transportation of goods in container trains, and elaboration of proposals made by the SMGS participant from the PRC regarding the assignment of the SMGS consignment note as a document of title.
